For years, "weather radio" was genuinely useful in Canada because Weatheradio Canada broadcast on the same 162 MHz VHF frequencies as the US NOAA Weather Radio network — any weather-band radio worked on both sides of the border. That live Canadian broadcast no longer exists.
ECCC's stated alternatives are Alert Ready (the system that already pushes emergency alerts to cell phones and broadcast TV/radio), the Canada.ca weather site, and the WeatherCAN app — all of which depend on cell service or the internet working, which is exactly what a bad storm tends to take out first.
